What is NEET UG Counselling?
NEET UG Counselling is the seat allocation process that follows the National Eligibility Entrance Test (NEET) Undergraduate exam in India. This exam determines admissions to undergraduate medical courses like MBBS, BDS, and B.Sc. Nursing.
Types of Counselling:
- All India Quota (AIQ) Counselling:
- Conducted by MCC.
- Fills 15% of the seats in all government medical colleges, all seats in deemed universities, and private institutions (except Jammu & Kashmir).
- State Quota Counselling:
- Conducted by respective state authorities.

Neet Counselling State Wise 2024
NEET UG Counselling Procedure
NEET UG 2024 is a national-level entrance exam for admission to medical colleges/universities in India that offer MBBS, BDS, NEET, and other nursing undergraduate courses. NEET 2024 will be administered by the National Testing Agency (NTA).
Candidates with NEET scores can apply for admission to MBBS/BDS and NEET programs at various reputed government and private medical colleges in India. Admissions are also available in prestigious medical institutions such as AIIMS, JIPMER, AFMC, and others.
Step 1: Create a New User Account
Candidates must register for NEET UG counselling 2024 by clicking on the link provided above. Submit information such as the stream (Medical/Dental), NEET UG roll number, application number, candidate's name, birth date, security pin, and so on, and then click the 'Submit' button.
The agreement page will be displayed on the screen, and aspirants will have the option to click 'I Agree' or 'I Do Not Agree'. If the candidates want to proceed with the application process, they must click the 'I Agree' button. The login information will be displayed on the screen. Candidates will now be asked to write down their login information and password, which should be protected by a security question.
Step 2 - Provide Personal Information
Candidates will be required to submit information such as their mother's name, father's name, and address details in this step of NEET UG counselling 2024. Click the 'Submit' button. It should be noted that these details cannot be changed by the candidates later; thus, the information provided should be similar to the documents candidates will submit at the time of admission.
Step 3 - Counselling Payment
Candidates must pay a non-refundable registration fee as well as a refundable tuition fee. The fees can be paid online using a credit/card/debit card/net banking method.

Step 4 – Registration Slip
After the successful submission of details, the registration slip will be displayed on the screen which can be printed as it will be useful in the further admission process. To continue with the process, click on the ‘Login’ button.
Choice Filling
Step 5 – Available Choices
The ‘Available Choices’ link will be enabled as and when the counselling process starts. On the left side of the screen, the available choices will be displayed on the screen. Candidates who will submit the fees for both 15% AIQ/Central Universities and Deemed Universities will be eligible to apply for both the category of seats.
Step 6 – Select the choices
Candidates need to click on the ‘+’ button available with each preference to select the choices. As the candidates select a particular preference, the choices will be transferred from the left-hand side of the screen to the right-hand side. After selecting choices, candidates will be asked to click on the ‘Save & Continue’ button to save and continue with the process or the ‘Save & Go to Home Page button to save the options and exit.
Candidates can move up, move down, and delete the choices. The upper arrow and the down arrow will move the choice up or down respectively by one step. The delete option will delete the selected choice. Aspirants can also click on a selected choice and drag it to a particular choice to interchange the choices..

Step 7 – Choice Locking
It is mandatory to lock the choices for the final submission of preferences in NEET UG 2024 counselling. The choices can be modified until they are locked. If in case, candidates do not lock the choices then the filled choices will be considered final and will automatically get locked on the notified date.
Step 8 – Take a Printout
It is advisable to take a printout of the filled choices as it could be beneficial for candidates in the further NEET UG counselling process. If the candidates have not locked their choices then also they can take a printout of the chosen preferences after the choice-locking process is over.
Step 9 – Seat Allotment
After every round of counselling, the seat allotment result will be declared. NEET counselling results, released in the form of the seat allotment list and seat allotment letter, will release the seat allotted to the candidates. Candidates can check their name, roll no., allotted category, candidates’ category, allotted college, quota, and course in the NEET seat allotment list. The seat allotment letter is an important document that needs to be submitted at the time of reporting to the allotted college along with other mandatory documents.
Step 10 – Reporting to the Allotted College
Candidates should report to the allotted college to complete the admission formalities. At the time of reporting to the allotted college, candidates must submit the original copy of the mandatory documents as given below..

NEET UG Exam
NEET UG is a national medical entrance exam in India for MBBS and BDS courses. It's conducted by the NTA and determines admissions to government and private medical colleges. The exam is offline and consists of MCQs from Physics, Chemistry, and Biology. Eligible candidates can participate in counselling for AIQ and state quota seats. There's no limit on attempts, and scores are valid for one year.

Types Of MCC NEET UG Counselling
MCC Quotas
1. All India Quota NEET Counselling 15%:
AIQ online counselling is conducted in four rounds: AIQ Round 1, AIQ Round 2, AIQ Mop-Up Round, and AIQ Stray Vacancy Round (SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors. Hon'ble Supreme Court of India).
In online mode. All candidates who qualified for All India Quota seats based on their performance in the National Testing Agency's (NTA) NEET UG examinations across the country.

2. AIIMS
There are 2037 MBBS seats in India's 20 AIIMS. AIIMS for medical school Admission to AIIMS by 2019 Exam was taken separately by AIIMS and admission was given after AIIMS counselling, but now NMC has taken over. Because of the bill's implementation, admission to all AIIMS is based solely on NEET scores and the First, Second, mop-up, and Final rounds.
Certain AIIMS eligibility conditions differ from those outlined in the NTA Information Bulletin. Eligible and willing candidates are advised to make a note of this before making their selection.
Reservation Policy for AIIMS:

3. JIPMER
JIPMER (Jawaharlal Institute of Postgraduate Medical Education and Research) has its own eligibility and admission policies for its state quota seats which the Candidates are advised to go through the same. The seat information of JIPMER for NEET UG is provided by JIPMER.
There will be four rounds of counselling i.e. Round 1, Round 2, Mop-Up Round & online Stray Vacancy Round for which counselling is conducted by MCC. All the candidates who have qualified for NEET-UG based on their rank in NEET UG conducted by NTA are eligible. Eligible candidates may download the Rank letter/ Result from the NTA website.
Reservation Policy:
The reservation policy of the Central Government is followed and the same is applied only to the seats contributed by JIPMER as OPEN seats:

4. Armed Forces Medical College Pune (AFMC)
- Candidates who wish to participate in AFMC Counselling must register on the MCC portal, www.mcc.nic.in.
- The list of registered candidates is forwarded to AFMC Authorities for counselling at their discretion, according to their rules and regulations.
- The MCC's role is limited to registering willing candidates.
- MCC is not liable for any allotment made by or on behalf of the AFMC Authorities.
- Before applying for AFMC Counselling, candidates must check the Eligibility Conditions (especially the Medical Eligibility Conditions) on the AFMC website.
5. ESIC- Insured Persons Quota
Percentage of Insured People Quota seats out of State Quota seats reserved for Insured Persons students are domicile free, and counselling for the same is conducted by MCC by ESIC standard..
MCC conducts four rounds of counselling for ESIC, namely Round 1, Round 2, Mop-Up Round, and online Stray Vacancy Round. All candidates who qualified for NEET-UG based on their rank in the NTA-conducted NEET-UG are eligible. Eligible candidates can obtain their rank letter/results from the NTA website.

6. Central University (BHU/AMU/DU)
MCC conducts four rounds of counselling online, namely Round 1, Round 2, Mop-Up Round, and Stray Vacancy Round. All candidates who qualified for NEET-UG based on their rank in the NTA-conducted NEET-UG are eligible. Eligible candidates can obtain their rank letter/results from the NTA website.
7. Deemed University
Round 1, Round 2, Mop-Up Round, and Stray Vacancy Round are the four rounds of counselling. MCC conducts three of the four rounds online, namely Round 1, Round 2, and the Mop-Up Round.
The Stray Vacancy round is conducted by the respective Deemed Universities, for which a list of students in order of merit equal to ten times the number of vacant seats will be forwarded, by the directions of the Hon'ble Supreme Court in Writ Petition(s) (Civil) No(s) 267/2017 Dar-UsSlam Educational Trust and Ors. V/s Medical Council of India and Ors. The larger list may be shared with the Deemed Universities if necessary at a later stage.
Reservation Policy:
Candidates who fall under the category of NRI as per the directions/orders of the Hon'ble Supreme Court of India in the case (W.P. (C) No. 689/2017- Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. Vs. Union of India &Ors.) dated 22-08-2017 are eligible for NRI Category. Candidates with OCI/PIO/Foreign Nationality are considered NRIs. OCI/PIO/Foreign Nationals Candidates are eligible for NRI seats, according to Ministry of Home Affairs Gazette Notification No. S.O.1050 (E) dated March 4, 2021.
State Quota NEET Counselling 85%
Candidates are eligible to apply for State Quota seats. Counselling at the state level is used to allocate seats under the State Quota in various states.
Corresponding State/Union Territory officials define the eligibility criteria and reservation policy for admissions under state quota seats on a regular basis.
Specific laws apply in a state/union territory to corresponding categories for seat reservation for MBBS/BDS courses.
The state/union territory will establish criteria for admission to medical courses in private medical institutes in Pune.
The Ministry of Defence, the Directorate General of Armed Forces Medical Services, and the Government of India define policies and admissions to the AFMC in Pune.
