INTRODUCTION

In this E-book we are going to understand the Counselling Process conducted by MCC. If you feel like there is any remission in the content provided by me then you can drop a comment on my Website. GLN Admission Advice will try to overcome all the problems/confusion and put the details after that about the counselling of NEET. In this I have only discussed about the MCC Counselling. Apart from this counselling for State Quota, Central Pool Quota and Open State Quota I have made separate E- Book and you can see that in my Webpage. So let us understand about the MCC Counselling:

In India there are 3 types of counselling Authority for taking admission in MBBS/BDS course. Those who want to take admission in MBBS/BDS can do the registration in all these 3 counselling authorities. In all these three types of counselling NEET Score is accepted for MBBS/BDS admissions, but the registration could be done separately for all these counselling. These three types of counselling are:

  1. MCC (Medical Counselling Committee)
  2. State Counselling Authority (State DME)
  3. Counselling for Central Pool Quota

MCC (Medical Counselling Committee)

This committee is comes under Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India to grant admissions in MBBS/BDS and PG, the committee is Centralized Counselling Committee. In this Admission Process is completely online i.e. from Registration to Seat Allotment all the process is online. Students who had qualified NEET 2020 from across India irrespective of which state they belongs to can apply for this counselling. Below mentioned are the medical institution for which MCC conducts counselling for giving admission in MBBS/BDS course. All the medical institutions are Government except Deemed Universities. 

  1. All India Quota – 419 seats
  2. Central Universities (AMU/BHU/University of Delhi/Jamia Milia Islamia, Delhi)- 140 seats
  3. DU Internal Quota – 34 BDS
  4. ESIC Quota – 22 seats
  5. Deemed University – 3100 seats

State Counselling Authority (State DME):

All the states conduct the counselling process for MBBS/BDS by the concerned state DME. In the state 85% seats of Government and 100% seats of Private Medical Colleges admission were given on the basis of NEET Score. Candidates who are living in a state can take admission in the Medical College of that state. However, there are 13 states in the country where the Private Medical Colleges that accepts candidates out from their state for admission. These states are known as Open States. For 85% state quota counselling I have prepared a separate E-Book.

Counselling For Central Pool Quota:

There are several Government Departments in which the employees of wards were availed Central Pool Quota Seats reservation. The concerned ministry conduct the counselling process. There are several states where there is no Government Medical Colleges and the candidates of that state can apply to the Government Medical Colleges of other states under State Pool Quota and avail reservation. I have prepared separate Book for Central Pool Quota. So, now let us understand the whole MCC Counselling Process. 

1) All India Quota Seats:

MCC conducts counselling for All India Quota Seats. In India all the government dental Colleges have 15% seats reserved under All India Quota except Jammu & Kashmir. This means under this 15% quota all the candidates irrespective of the states can take admission. Suppose in King George Medical College, Lucknow there are 70 Government seats in BDS, so 15% of the seats i.e. 09 seats are reserve under All India Quota. In these 09 seats candidates across India can take admissions (except Jammu and Kashmir). The counselling for these 09 seats are conducted by MCC and for the remaining 61 seats counselling is conducted by the State Counselling authority and this is called 85% state quota. In India there are 41 Government Dental Colleges having 419 Government BDS seats under All India Quota. So, now let us discuss about the 15% All India Quota College wise and Category wise:

Central Universities (BHU/AMU/Maulana Azad DC, Delhi/Jamia Milia, Delhi)

In India there 04 Central Universities for BDS. MCC conducts the First, Second, Mop up – 1 and mop up – 2 round counselling. We will discuss about these one by one, let us have a discussion about BHU first.

BHU

In BHU there are 50 seats under All India Quota. There is no state quota. Under this First and Second round counselling is for AIQ quota seat allotment. Seat allotment for Mop up 1 and Mop up – 2 is under BON i.e. BHU Open Quota. For Mop – 1 and mop up 02 all India candidates are eligible under this. There are three types of quotas in AMU. This Dental college is Dr. Z.A.D.C., FAC. Of Medicine, Aligarh. 

  1. Open Quota (AON) – Under this candidates from all India can take admission.

DU Internal – Maulana Azad Institute of Dental Sciences, New Delhi

There are three types of quotas in Maulana Azad Institute of Dental Sciences, New Delhi. It is a Central University. The three types of quotas are:

  1. All India Quota: This quota is for all India candidates. The vacant seats after the First and Second round counselling is transfer to the states. I have already told it earlier in the content.
  2. DU Internal Quota: The candidates who have done their 11th and 12th Class from Delhi are eligible for this quota. Under this First, Second, Mop up – I and mop up – II round counselling is conducted by MCC.
  3. CW Quota: Wards of Defence personnel from Delhi state.

After 8 – 10 days of the announcement of NEET Result Registration for MCC Counselling starts for MBBS and BDS course. After that Registration fees and Security fees is to be deposited. After that Choice Fill is made. MCC allot seats on the basis of merit based on NEET Score. The allotted seats are uploaded on MCC website and the candidates have to download the allotment letter and report to the allotted Medical College. 

Now let us discuss about the MCC tabs available at the time of registration, fees deposit and choice fill.

This is a MCC Counselling Portal. At this Home Page – Counselling Scheme – Participating Institutions – FAQ’s – Contact Us is provided. At the Left side Online Service Tab is given. At Right side News/Events’ Tab is given. At the Centre Counselling Procedure is explained. So Let us take all these tabs one by one and understand what these (Counselling Scheme – Participating Institutions – FAQ’s – Contact Us) is all about.BDS

After this we will click on counselling scheme. After clicking on the counselling scheme:

There is Counselling Process Flow chart will open on the screen. Under this all there is description about all the rounds and seat allotment. So I am going to explain the complete process. There are three rounds conducted by MCC i.e. 1st Round, 2nd Round and the Mop Up Round. Under this in the 1st and 2nd Round admissions were given on All India Quota, BHU, AMU, ESIC and Deemed University. MCC transfer all the vacant seats remained after the second round of Counselling to the concerned state and mop up round is conducted for BHU, AMU, ESIC and Deemed University. The process is follows.   

  1. First of all you have to do the registration on MCC website. Deposit Registration Fees and security money. After that you have to fill choice and lock the choice.
  2. After this MCC will announce the result of 1st Round and seat allotment list is issued. If you have been allotted seat in the First Round then you have to report at the allotted college. If you want to take a better college then you can participate in the second round. For this you have to fill an option form for up gradation and willingness for the second round. First round is also known as Free Exit Round. If you get a seat in your state then also you can leave the seat and the security money deposited by you will be credited into your bank account.
  3. If you were not allotted with a seat in the First Round then you have to choice fill for the second round. You need not to do the registration again for the second round. In the second round new candidates can also register who have not done their registration in the First round.

  4) If you were allotted with a seat in the second round then report to the allotted college. There you have to complete the formalities of admission. If you want to leave the seat then do it in 2 days after the seat allotment but the security money will be forfeited. After two days of the seat allotment you cannot leave the seat and it is mandatory to take admission on that seat. MCC will conduct 2nd Round Counselling for 15% All India Quota. In the 2nd Round all the vacant seats are transferred to the concerned state authority.

MCC conduct the Mop Up round counselling for BHU, AMU, ESIC, DU Quota, IP Quota and Deemed University. The candidates who were not allotted with a seat in the 1st and 2nd Round of counselling are eligible for the mop up round counselling. The candidates who got the seat in the First or Second round are not eligible for the mop up round. New candidates can register.

Mop Up Round is the last Round and if the seat is allotted in this round then the candidate have to report to the allotted college. There they have to complete the admission formalities. Seats vacant after the mop up round would be transferred. The institute will conduct a Stray Vacancy Round; in this round candidates who have not got any seat are eligible and admission on this round is also given on the basis of merit.

On clicking on the Counselling Schedule tab you would be able to know about the time table issued by MCC. From Registration till the mop up round time table is provided. This content will be available after 5 – 7 days of the NEET Result.

If you click on the Participating Institution a list of Medical Colleges will be displayed were MCC is the counselling authority. Under this Annual Fees, Hostel fees and other information is given. Before Selecting the Medical College kindly check the fees of that college, because there are high fees medical colleges, therefore opt for a college which have low fees.

At the left side on the Online Services tab you can do the registration for counselling. In the download tab seat matrix is given where you can know about how many seats are there in the institutions. At the Right side News/Events tab is given where you can get the latest news about the counselling. I will let you know how to do step by step registration:

Here you have fill Roll Number, Application Number, Candidate Name, Mother Name, Date of Birth, etc. All these details must be filled as per the Admit Card. It is not mandatory to give the same mobile number and e-mail address as provided in the NEET Application Form; you can provide other number/email address for further communication.

You have to check the box of ‘I Agree’ and then on the button mentioning ‘Click here to Proceed’.

Here two types of fee is mentioned i.e. Registration Fee and Security Deposit. Registration Fee is non refundable where as Security deposit is refundable. If there is no seat allotment then the security deposit will be credited to the bank account. But if the allotment of the seat takes place then the amount of security deposit is adjusted in the first year fees of MBBS. The fees will be according to the counselling type as per the institution selection. For Example If you are from General Category and select All India or Deemed then you have to deposit Rs. 2, 05, 000/-.

After that you have to give information as per the institute selection, for example if you select Delhi University then you has to tell from where you have done your 11th and 12th standard. If you select All India then you need not have to give any additional information.

After filling Gender, Marital status, Category fill there you have to fill the bank detail where the refund will come. After that address will come and you have to choose a security question and you have to answer that, after this you have to set a password. You will receive an OTP and after entering the OTP you have to click the next button.

After the successful registration the below shown screen will appear. Here the candidate have to login and have to pay the fees.

After entering the Roll Number and Password you have to deposit the fees by clicking on the ‘Go for Payment’ option

You can select Debit Card/Credit Card/Net Bnking/UPI for making the payment. Click on ‘Pay Now’.

After depositing the fees the Registration process completes and you have to fill Choice for the First Round of counselling.

The view of the page is provided below as at the left side there is Home, Registration Details, Choice Available, Choice Filling, Choice Interchange tabs are available.

You have to note down on a paper all the medical Colleges on the choice available tab and write the name of the top dental colleges at the first. After that write your state colleges and as per the available colleges fill your choice.

At the view available as there are states from which you have to select your state and a list of available medical colleges of your state will show. 

At the Left side Total Available Choice will show if you click on this the total selected choices will appear on the right side. From the choice interchange option you can chance the priority/preference of the college. At last you have lock your choice. Once you have locked your choice you cannot change your choice. If you don’t lock your choice then it would be automatically locked on the last date. I will suggest you not to lock it and leave it to be auto locked.

At the time of Choice fill what are the things that should be kept in the mind and what should be the order:

Choice filling is an important part of counselling and need to done carefully. At the time of choice filling following things should be kept in mind:

  1. Fill the Top Dental Colleges first, if you have low marks then fill the colleges which provide good education.
  2. Fill those colleges first which have lower fees as there are few dental colleges with higher fees.
  3. After filling the Top Dental College, fill your state Dental college.

Keeping all these things in mind there is a table provided below mention the 2019 cut off and Tuition Fee, etc which will help you in choice filling.

In the First Round fill the college for which you would be able to pay the fees. Don’t fill unnecessary choices in the first round. After the announcement of the Result of the First Round you would be able to analyse which college you would get as per your rank. So, kindly go through the cut off and tuition fee and make a choice: 

What is counselling Process?

MCC will conduct the first and Second Round Counselling for All India Quota. After that for the seats still remain vacant are transferred to the concerned state to which that Dental college belongs to.

MCC will conduct First, Second Round and Mop Up Round counselling for BHU, AMU, ESIC, DU and Deemed Universities. The seats that remains vacant still after the mop up round I and Mop up round II is transferred to State dental Colleges for Stray vacancy round. Now we will discuss about all these rounds in detail.

First Round Counselling:

After the registration and choice fill on MCC website the result will be published by MCC on its website. After the seat allotment candidates must download their allotment letter and report to the allotted medical college. First Round is an exit round. In the First round you can exit and the security money would be refunded to you. If you want to participate in the second round and willing to upgrade your college you can do it. If a candidate does not allotted with a seat he/she is eligible for the second round of counselling.

Second Round Counselling: 

All the candidates who participated in the First Round of counselling are also eligible for the second round of counselling. Candidates who had done their registration in the first round need not do the registration again for the second round. But a fresh choice must be filled by the candidates in the second round. After the result announcement by MCC for the second round candidates must report to the allotted college or else the security money would be forfeited. After the second round the vacant seat would be transferred to the concerned state. 

Mop Up Round I and Mop up round II Counselling:

MCC will conduct mop up round counselling for BHU, AMU, DU and Deemed University. In this round only those candidates are eligible who were not allotted seats in the First and second round of counselling. A candidate can do the new registration for Mop up Round. After the Mop up the vacant seats are transferred to the concerned institute. 

Stray Vacancy Round:

In this round the institute conducts the counselling for admission. MCC will publish the name of registered candidates for the institute and institute wise vacant seats will also be published by MCC. In this list the names of those candidates were mentioned who were not allotted with any seat. For Stray Vacancy round a candidate must be physically present for counselling. The schedule for Stray Vacancy Round shall be published on the website of the institute and the whole procedure is for a short period of time i.e. for 2 – 3 days. The candidates present in the institute were allotted with a seat on the basis of his/her NEET score.
